Question: Hi. What do you think about Williams Companies (NYSE: WMB) and ONEOK Inc (NYSE: OKE)? They both seem to be increasing their dividends.

Answer: Williams just completed a big deal for Access Midstream Partners LP that will add! to cash flow and provide more room for dividend growth. Part of the deal in fact includes a 32 percent payout increase. This is a classic invest-to-grow story. I like Williams under 60.

ONEOK is now a pure-play general partner, its asset being a 41 percent interest in ONEOK Partners LP (NYSE: OKS) and its gathering/processing/transporting assets from key US gas-producing fields. Jin Lee/Bloomberg via Getty Images NEW YORK -- Wall Street's six-day rally stalled out on Friday as stocks ended the day mostly flat in quiet trading. Bond yields continued to rise. The yield on the 10-year Treasury note climbed above the 3 percent mark. The yield hasn't consistently traded above that level since July 2011. The increase will translate into higher interest rates on mortgages and other kinds of loans. Energy stocks were among the biggest gainers after oil prices climbed above $100 a barrel for the first time since October. Offshore oil drilling companies Transocean (RIG) and Diamond Offshore (DO) each rose about 1.5 percent. Oil giant ExxonMobil (XOM) climbed 1 percent. Sprint (S) jumped 83 cents, or 8 percent, to $10.79 following news reports that Japan's Softbank, which owns Sprint, may use the company as a vehicle to purchase wireless competitor T-Mobile US (TMUS). Most of Wall Street remains on vacation. Trading volume has been very low this week. Ringo Chiu/Zuma Press/Alamy There were plenty of winners and losers this week, including a fast-growing pastry shop that ran out of dough and had to shut its stores, and a maker of unmanned aircraft vehicles soaring after a blowout quarterly report. Here's a rundown of the week's best and worst. Nikola Tesla -- Winner Funding for a Nikola Tesla museum was announced on Thursday with Telsa Motors (TSLA) CEO Elon Musk is contributing $1 million to build the homage to Tesla on the grounds of the inventor's lab in Long Island. Brainy humorist Matthew "The Oatmeal" Inman has been championing a museum to honor the underrated visionary, taking to Twitter a few months ago to appeal for Musk's financial contribution. It worked. The museum's getting built. Musk gets one step closer to becoming Tony "Iron Man" Stark incarnate. And Tesla Motors does the right thing by honoring the man that gave it its name. The Container Store (TCS) -- Loser Remember when retailers dismissed concerns about sloppy holiday showings because of the snowstorms that blanketed a lot of the country in December and January? Remember how those same retailers then blamed the Easter holiday shift -- from March last year to April this year -- as a reason for the slow traffic the following quarter? Well, it seems that many chains are still stumbling, and they're running out of excuses. "We thought our sluggish sales were all because of weather and calendar shifts that began last November and continued into the spring, but now we've come to realize it's more than weather and calendar," The Container Store's CEO said on Tuesday. Kip Tindell blamed his storage and housewares store's weakness on a "retail funk" that's going around. Symptoms include "traffic declines" a "tepid retail environment" and "challenging sales." Arris Enterprises Inc. (NASDAQ: ARRS) got hit when press reports indicated that Apple may be working with Time Warner Cable and other companies on a new set-top box. The Jefferies team do not know the specifications of the device. It still may use “HDMI pass through” architecture like XBox One (and therefore will still require a cable STB to support cable content). That would bode well for Arris. If you're like most investors, you've probably never heard of Euro Tech Holdings Co. Ltd. (NASDAQ:CLWT). I have a confession to make - until a few days ago, I hadn't heard of it either. Yet, in just the few short days I've had to get to know CLWT, I've come to the conclusion that if you're the kind of person who would be just as comfortable taking an extra $1000 to the casino as you would be in putting that money into a brokerage account and putting into a crazy stock, then Euro Tech Holdings may be worth a shot to you.

Top Regional Bank Stocks To Buy For 2015

Almost by stealth, there's a group of stocks that have put up strong numbers in November and for the year -- even while many people profess to, well, hate them. We're talking banks.

Big banks are doing splendidly. Regional banks are doing even better. If interest rates start to rise -- a question of when, not if -- bank and financial services stocks should do even better. Plus, the regional banks are lovely takeover candidates.

In other words, if banks stocks do well in the coming months, they will give support to the stock market rally.

The winners so far include JPMorgan Chase (NYSE: JPM), which is the top performer in the Dow Jones Industrial Average, up 11.5 percent for the month.

Leap Wireless International, Inc. was founded in 1998 and is headquartered in San Diego, California.

Advisors' Opinion:
  • [By Rich Duprey]

So that's the lens through which investors should view AT&T's (NYSE: T  ) $1.2 billion bid to acquire the prepaid Cricket service offered by Leap Wireless (NASDAQ: LEAP  ) . Sure, it brings in another 5.2 million subscribers, a 3G CDMA network covering 96 million people, a4G LTE network covering 21 million people, and the Cricket brand, which, while fumbling, seems a better business than Ma Bell's own Go service. But more importantly, it also includes Leap's AWS and PCSbands, covering 137 million people that AT&T says is complementary to its current spectrum licenses.

  • [By Evan Niu, CFA]

Leap Wireless (NASDAQ: LEAP  ) has had trouble keeping up with its commitment, saying its current selling rate puts it $450 million short of its three-year deal with Apple. The company expected to only meet half of its first-year commitment through June 2013, which hadn't changed by the time of its most recent 10-Q. Leap is one of the only major domestic carriers that doesn't report iPhone activations, but clearly there's something to be desired with the figures.

All told, the issue has an aggregate principal amount of $375 million.

  • [By Jonas Elmerraji]

$9 billion packaging company Ball Corp. (BLL) has actually been a spectacular performer in 2014 -- shares are up 25% since the beginning of the year. But don't worry if you missed the move so far; Ball is headed for more upside before the end of the year. And it's all thanks to one of the most basic price patterns in our playbook...

Ball has been bouncing its way higher in a well-defined uptrending channel, in this case since the start of May. Every test of trendline support has provided investors with a low-risk buying opportunity for shares of Ball, and shares are bouncing off of support for an eighth time this week. It makes sense to buy this support bounce.

Waiting for a bounce off of support is a critical test for two big reasons: it's the spot where shares have the furthest to move up before they hit resistance, and it's the spot where the risk is the least (because shares have the least room to move lower before you know you're wrong). Remember, all trend lines do eventually break, but by actually waiting for the bounce to happen first, you're ensuring BLL can actually still catch a bid along that line before you put your money on shares.

Advisors' Opinion:
  • [By Dan Carroll]

Chinese manufacturing and materials stocks may not be the only picks in trouble, however. Leading international manufacturers could see demand in the world's second-largest economy, cutting into lofty growth expectations that relied upon China's surge to make up for weakness elsewhere around the globe. Japanese industrial power Komatsu (NASDAQOTH: KMTUY  ) , the second-largest industrial machinery manufacturer in the world, is betting ongrowing Chinese demand this fiscal year, in combination with the weak yen, to fuel growth.

  • [By Dan Carroll]

That doesn't mean you should rush headfirst into any old Japanese stock on the hopes of a nationwide surge; as with all investing, picking the best stocks is the way to go. The country's top exporters have seen their stock rise and fall with the yen's volatility, but leading manufacturers such as Kubota (NASDAQOTH: KUBTY  ) and Komatsu (NASDAQOTH: KMTUY  ) are poised to ride a weaker yen higher to better compete against foreign rivals.

  • [By Dan Carroll]

Fellow Japanese manufacturer Komatsu's (NASDAQOTH: KMTUY  ) shares have slid more than 3% this past month, but like Kubota, this stock has blown up in 2013 and could be headed higher with a win by Abe and the LDP. However, there's risk in Komatsu's lofty 45% profit growth outlook in 2013: The company's the top manufacturer in China, but given the current slowdown plaguing the second-largest economy on Earth, Komatsu investors could be left disappointed. Kom! atsu's li! kely to see a strong uptick for the full year due to the weak yen -- particularly if Abe moves more aggressively after the elections -- but China's slump could make meeting optimistic projections a tall order.

Top 5 Consumer Stocks To Watch Right Now

The apparel & accessories industry has been witnessing tough times lately. I previously wrote about the woes of the "3As" of the teen-apparel retail industry in the U.S. It isn't any different atThe Men's Wearhouse either as discussed here. It seems that the story also isn't going to be any different for women's exclusive apparel & accessories retailer Chico's FAS (NYSE: CHS  ) .

Looking closely
Chico's caters to the women in the 30 and above age group and sells casual-to-dressy apparel and accessories under the Chico's, White House/Black Market, Soma Intimates and Boston Proper brands.

The global women's clothing industry is expected to exceed $621 billion in 2014, marking a 12% increase in five years. The women's apparel market saw 3% growth in 2012 as per estimates and it is projected to reach the 4%-5% level during the next five years.

However, Chico's seems to be unable to profit from this growth.

One of the main reasons behind the tepid performance in apparel retail has been the fact that dollars are being spent on other items as consumers hurry to take advantage of still low interest rates. • [By Jonas Elmerraji]

Fomento Economico Mexicano (FMX), better known as FEMSA, isn't another ascending triangle trade this week, unfortunately for shareholders. Instead, FEMSA is currently forming the bearish opposite of the pattern in Wells Fargo and Citi: a descending triangle.

The descending triangle is formed by downtrending resistance above shares and a horizontal support level to the downside. In this case, that price floor comes in just below $90. The lower highs that form resistance in FMX signal that buying pressure is waning above the $100 level as long-suffering sellers opt to take gains near the high-end of this stock's recent range. Once that glut of demand at $90 gets taken out, a lot more downside looks likely for FMX.

But now, MTB is forming a rounding bottom, a bullish setup that indicates a gradual shift in control of shares from sellers to buyers. The rounding bottom pattern looks exactly like it sounds, and even though MTB's pattern is actually at the top of its recent range, the trading implications are exactly the same. A breakout above $118 is the signal that the pattern is completed and it's time to be a buyer.

With high short interest in MTB right now, a short squeeze could add some fuel to the fire on a breakout. Support looks reasonably strong at $110 -- that's the spot to keep your stop.

Top 10 Retail Companies To Buy For 2015

The Federal Reserve is expected to continue to pare its stimulus program this week despite weak first-quarter economic growth and officials will likely cite a recent pick-up in activity following a brutal winter.

The anticipated release of tepid first-quarter growth data Wednesday morning, followed by a generally upbeat Fed statement in the afternoon could paint a confounding picture of the economy. Many economists estimate the economy grew at an annual rate of 0.5% to 1%.

But Fed Chair Janet Yellen recently has taken pains to alleviate the confusion with this simple message: It's the weather. In a speech this month to the Economic Club of New York, Yellen said policymakers believe "a significant part of the recent (economic) softness was weather related."

Her view has been affirmed by reports showing a rebound in employment, retail sales, consumer confidence and factory output last month. "That should give them more confidence about the outlook for this year," says economist Paul Ashworth of Capital Economics.

Gabriel Bouys, AFP/Getty ImagesBill Gates, Microsoft co-founder and co-chair of the Bill & Melinda Gates Foundation. $650 million is a lot of money -- even for Bill Gates. That's how much his investment firm has invested in what might be considered the best way to play China. It's not a software firm or even a computer hardware firm. It's mining giant Caterpillar (CAT). Gates started building a position in Caterpillar before the financial crisis, but he became a very aggressive buyer once the crisis hit and shares had fallen by half. Yet remarkably, Gates has kept on buying, even as shares steadily rebounded to previous peaks. But now that Caterpillar has come under pressure on concerns that China is slowing, is Gates locking in profits? No, he's been buying more, picking up another 500,000 shares in this year's second quarter. At current prices, his firm's stake of 10.76 million shares is worth a cool $650 million. The key question: Why does Gates continue to buy shares even after China's slowdown has signaled the potential end of a global commodities boom? After all, much of Caterpillar's growth in recent years has come from a strong surge in mining activity that uses the company's massive excavators. The simple answer is that Gates and his team of investment managers always focus on long-term winners and never buy or sell shares based on short-term economic shifts. We've seen him do it many times before. For example, even as Wall Street analysts focused on the near-term prospects for auto retailer AutoNation (AN), Gates saw an epic rebound coming, as I noted in this article. Shares of AutoNation have now risen 400 percent since early 2009. Caterpillar: The Long View
